Tile affixed low down on the corner of Whitecross Street and Old Street. The answer to the question is that Herman Wallace is a prisoner in the Louisiana State Penitentiary (Angola Prison) who has been held in solitary confinement in a 6' by 9' cell for over 30 years, accused of a murder for which there is strong evidence he did not commit. See the Amnesty report http://www.amnestyusa.org/our-work/cases/usa-the-angola-3 The tile appears to be a form of publicity for an exhibition at the Royal College of Art which is a collaboration between Herman Wallace and an artist, Jackie Sumell, about his current living conditions and his ideal house, based on a long-running correspondence between the two.
