Thanks to W Keble Martin I think thus plant is Prickly Lettuce, Lactura serriola, a plant of sand dunes and waste places. There have been plants here in previous years, somehow surviving extremely arid conditions in a poor soil that has built up at the inner edge of the footway. I think this is the first year that I have seen this species here.
