As far as I was able to ascertain these were private residences. Within the actual City these are very unusual. Flats, yes but the only other houses not owned by an organisation (such as the Church of England or a Livery Company) are in Cloth Fair. Sir John Betjeman owned one. For centuries, the home to drapers and cloth merchants, the actual fair was discontinued in 1855 due to a tendency for it to descend into debauchery! Long, D. (2021).
