The Wisbech Council Chamber is on the upper floor of the Corn Exchange foyer on North Brink, see https://www.geograph.org.uk/photo/5465655 The large portrait is of Richard Young who was Mayor of Wisbech five times, M.P. for Cambridgeshire from 1865 to 1868 and Sheriff of London and Middlesex in 1871. He was also a well-known local ship owner.
