Bull beware notice near Tower Hill

This notice is located on a gate north of the wood between Dunny Lane and Flaunden Lane. The notice on the left says "Bull in field" whilst the one on the right says "Your Dog can Scare or Harm Farm Animals. Keep it on a lead around livestock, but let go if chased by cattle." However, when this photo was taken, there was no bull in the field beyond the gate.
