The pumping station for the Mersey Rail Tunnel, home of the "Giant Grasshopper". More or less adjoining this site was the Mersey Rail power station with giant reciprocating steam engines driving generators. This latter has long gone and Mersey Rail is now presumably fed with juice from the large sub station, part of which is visible.
