I struggled to make sense of this photograph and I now know that since I took it the dock in the view has been filled in and built over. Further research has shown the water to be in Wellington Dock and United Utilities were given permission to extend over this dock in 2012 (and it was filled in 2012). All is now clear. The waste water works seen here was already on the filled in Sandon Dock.
