Croydon's premier cultural hotspot has been recently and expensively refurbished and looks pretty good. However, by most accounts, the whole exercise was mishandled, ran over-time and over-budget, deepening the financial hole into which the London Borough of Croydon - bankrupt inasmuch as a council can be - has already dug itself.
