A large former woollen mill complex that is now council offices. The closest block with the tall chimney is newer and had a steam engine while the long block behind is older and was water powered. There is also a detached western group of building out of sight to the right. There has been new building on this side of the Stroudwater Navigation and it is possible that this precise shot could no longer be replicated.
