Owen Ashmore in The Industrial Archaeology of North-west England (1982) lists this as Meadow Mill (not Valley Mills). Circa 1880 built for T & J Leigh, cotton and wool spinning. Had 120,000 spindles in 1914. Twin six storey brick built mills with ornamental engine house between. Fireproof construction. Cast iron pillars between windows on top storey. This view of the centre part of the mill from behind shows the modern engine house and boiler house at the base of the tall brick chimney.
