Unusual hedge crossing by public footpath

The path approaches the steps alongside the hedge from the right but instead of making an immediate descent of a second ladder as would happen where a wall or fence was to be crossed, there's a short horizontal section to pass over the top of the hedge. The stretch of hedge to the left of the bridge has been laid.
