Behind the locomotive is Lock Street, now a pedestrian walkway https://www.geograph.org.uk/photo/3744611 . The exact camera location would be inside the basement of the new Victoria Hall student residences, so completely has the railway at this location disappeared. The locomotive is ex-GWR 2201, of the '2251' or Collett Goods class built from 1930. For this class the numbering was not sequential, so 2201 was not the first of the class to be built although it carries the lowest number.
