This was a major artery along the Birkenhead Docks linking the line from Chester with the west Wirral railway network at Bidston. The lines were owned by the Docks Board (MDHB), but operated by the main line companies, latterly British Railways. This train of iron ore tipplers is just about crossing the boundary between the docks line and British Railways property and approaching Canning Street North Junction where it will head south to join the Chester line at Blackpool Street junction. The photo was taken from the footbridge seen here https://www.geograph.org.uk/photo/1433400 , since demolished.
