According to Canmore https://canmore.org.uk/site/292241/glasgow-corporation-water-works-craigmaddie-reservoir-scour-shaft-3 this is one of three circular masonry shafts at Craigmaddie dating from 1885. It measures approximately 2.5m in diameter and 2.5 m in height. Access is by an offset iron hatch in the roof and is part of the system to empty, or 'scour', Craigmaddie reservoir.
