Herefordshire Council are quite keen on footpath closures. Supposedly temporary. I find their behaviour pretty shoddy - officially sanctioned land access is highly limited in England, and this does not help. The reason is a bridge in bad condition, OK close the bridge if you must, but there is no excuse for taking away the whole path. At least on this occasion I did not need the path, so no need to ignore the notice.
