No 9 Bell Street, occupied by Boots Opticians at present, is part of a scheme of houses and shops built along the east side of the street between 1847 and 1858 by the architect George Rae; they attracted a Category C listing https://britishlistedbuildings.co.uk/200386957-5-33-bell-street-st-andrews#.XS7H3ehKhPY in 1971, and special mention is made of this particular 1921 shop frontage by the designer Andrew Haxton.
