Rowley was born at Weeting Hall, Brandon, Norfolk on Christmas Eve 1832, the second son of Captain Richard Rowley, RN, and Elizabeth Julia née Angerstein. His grandfather and great-grandfather were both admirals. He entered the navy in 1844. He served in the Black Sea and the Sea of Azoff during the Crimean War- Medjidie 5th Class https://en.wikipedia.org/wiki/Order_of_the_Medjidie He married Alice Elwes in 1867: they had a son and a daughter. Rowley was Naval ADC to the Queen from 1882 to 1884; and 2nd in command of the Channel Squadron from 1887 to 1888. He became an Admiral in 1895; and retired in 1897. He held the office of JP in Buckinghamshire then Hampshire. In retirement he lived at Holmesland here in Botley. He died on 11 November 1919
