Situated around to the right from the main church entrance, this plinth represents the remains of a medieval stone cross (the shaft & upper parts are long since lost) which was moved to its present position in the 1980s. It was Grade II listed https://britishlistedbuildings.co.uk/101076368-cross-base-approximately-3-metres-south-of-church-of-st-michael-st-matthews-ward#.XAaE69SLTGg in 1986. The carved date of 1829 is a bit of a red herring.
