In the days of the London Docks, Tobacco Dock served the huge Tobacco Warehouse, seen in the left background and a Grade I listed building. It is an event venue, film and TV location and more: https://tobaccodocklondon.com Wikipedia has an interesting history at https://en.wikipedia.org/wiki/Tobacco_Dock The large building in the distance is the multi-storey car park for the venue. From their flowers the handsome grasses in the water (sensibly restrained) look like Reed Sweet-Grass (Glyceria maxima) Image The view is from Discovery Walk Image
