They are about half way up the flight of steps leading past Morgan House > https://www.geograph.org.uk/photo/5816217 and are dedicated to the memory of employees of the four Norwich Brewery companies (Bullard & Sons Ltd, Morgans Brewery Co Ltd, Steward & Patteson Ltd and Youngs Crawshay & Youngs Ltd) who were killed in action during WW1, WW2 and the Korean wars. Morgan House, beside which they can be found, was part of Morgans Brewery.
