More like a lock up than a shelter. All it needs is a set of gates and a padlock. The shelter was installed by the county council as part of a youth work programme with visiting youth work workers engaging with the users. With no support due to budgetary cuts the site is a focus for anti-social behaviour, drinking and drug use. There are calls for its removal though this may just displace the activity elsewhere.
