Local man Robert Elliott Pannett bought the land which was to become Pannett Park in 1902 to prevent it falling into the hands of speculative builders. Following his death in 1920, his will revealed that he had left the land to the town of Whitby for the creation of “a public park and building for the reception and preservation of my works of art” and a trust was set up to create the park and an art gallery which would house his art and other collections. The foundation stone for the art gallery was laid in 1927 and it and much of the park were opened the next year.
