Horace Frederick D'Oyly Moule was the son of the Rev. Horatio Moule, sometime Rector of Wolverton, Somerset. He was born on 4 November 1843 and educated at Cheltenham College https://en.wikipedia.org/wiki/Cheltenham_College He joined the ICS in 1863; served in NWP and Oudh as magistrate and collector then as Commissioner of Lucknow and Rohilkhund. He was awarded the CSI in 1897https://www.thegazette.co.uk/London/issue/26864/page/3439/data.pdf In 1871 he married Banna, daughter of General Richard Horsford, Bengal Artillery.
