Curious timbers near to River Tyne

The timbers have clearly seen use - they're roughly dressed, notched and otherwise cut for a purpose. They stand close to the River Tyne in the St. Lawrence area south-east of Newcastle city centre; it seems doubtful that they're in their original position. It's more likely that they've been salvaged and set in the ground as an artwork of as a tribute to former industry. The Spillers flour mill stood close by until its demolition in 2011 - perhaps the wood came from there.
