Viewed from St George’s Road, the scaffolding appears to have been erected as an aid to the repainting of the exterior walls and window frames. It is a grade II listed building, which is dated 1803 http://www.britishlistedbuildings.co.uk/en-177105-the-town-hall-deal-kent#.V-LLhZoVDcc
