I can only presume that these rocks are to dissuade motorists from parking, though, since the pavement in insufficiently wide to accommodate a car, they would have to park over a double yellow line as well, thus committing two offences. I'm not sure who actually owns the pavement but I would have thought that it was there for pedestrians, who are unable to use it.
