Fly-grazing, the illegal placement of horses on open land is widespread in the Black Country. The open area here near the canal was formerly mining and industrial land and is partly grassy, and partly shrubby woodland. There isn't much grass for this sad-looking animal. Nights are frosty, and I do hope he is fed and allowed exercise daily - but I suspect not.
