The location is a brownfield site in Bishop Auckland where on a visit to Screwfix the trig-like feature was noticed. It's clearly not a standard OS pillar - at around 140 cm in height it's too tall. There's no flush bracket but the top does have a fair sized cavity where something once was lodged. It's also clear that the pillar has been moved from its original location to this one.
