John Bunyan was a writer, preacher and theologian who lived in Bedford during the 17th Century. He was imprisoned for many years for preaching without a licence, and whilst in prison wrote a well known book called the Pilgrim's Progress. It is no longer illegal to preach without a licence in Britain, and the controlling of preaching was mainly to do with protecting powerful vested interests rather than any concern for people's souls.
