An unusual and nicely built wall. Traditionally, these are built to provide warm niches for tender or exotic plants (see Crinkle Crankle wall Image) but, unless on the roadside, such plants would be north-facing. However it may be for strength - see the barrel lock in the Louth Canal:Image
