A nice example of inter-war commercial building (1922 is suggested), apparently fenestration. Originally for W.H. Smith, later occupied by the South Yorkshire Passenger Transport Executive, empty at the time of the photo, and later threatened with demolition, since when it has become home to "studio, project and exhibition space for 80 artists" (aka Exchange Place Studios).
