Seen from Radnor Park Avenue, the Kent and Medway Personality Disorder Service provides treatment for people diagnosed as having borderline or severe personality disorders with complex emotional needs identified under Cluster 8 http://www.kmpt.nhs.uk/personalitydisorders When I photographed it on 10 November 2013 Image, it was undergoing re-roofing.
