I think this is part of a large development for insurance company Commercial Union in 1959-65, designed by J. Seymour Harris & Partners. The tower has tapered ends. Some of the original scheme was redeveloped in 1999-2000 for a new shopping centre, the outcome being the garish assortment of objects seen in the foreground.
