The meaning of many roads signs (such as No Entry or 30 mph speed limit) can be understood in an instant. Other signs, especially those with text, can require more study. An example is the white-on-blue sign here which states "No entry to Russell Street by PSV's over 33 seats 160 yards ahead except access to station". PSV's = Public Service Vehicles.
