A warning to the maintainer, I'd have thought, rather than the general public. Although it is always good to know about risks. This notice is on the fence of the substation at Image PCBs were the wonder chemical that went wrong. Polychlorinated biphenyls. Very good electrical insulation and very high heat transfer capabilities - they might have been designed just for oil-filled transformers. in fact they were, in the 19th century. But many years after the industry enthusiastically adopted them, it was realised that they may be toxic and carcinogenic, and are fantastically persistent in the environment on release. Nothing breaks them down. Well, if 11000V of electricity won't, nothing will! After the late 70s they were phased out and massive regulations put in place for the recovery and disposal. Housing estates like this one were just marked up and left until there was no alternative to replacement.
