Target House - offices to homes?

Target House (257-263 High Street) is an office block which has been empty since late 2011 - a planning application was made in 2011, and subsequently withdrawn and another application made early in 2013, both to convert the building into a residential care home. The latest application was rejected in March by St Albans District Council. There doesn't seem to be any further planning application so far, but last month the garden at the front of the building was cleared completely of the rather overgrown bushes. It will be interesting to see what develops here. (I have been informed that only three days after taking the picture a planning application was made to convert the building into 10 flats.)
