The black border is clearly old as the rust is building up, but the panels are like new and were probably repainted at some point, while the rivets look quite new so may have taken it off, taken it to the workshop, repainted it and put it back using new rivets. The panels were designed to be changed so new places could be added or right turns banned, which was the commonest change applied, leaving a blank space where the right turn was.
