Cast iron decoration

All the houses on the South (presumably older) side of Howard Street had these small cast iron fittings beside their front doors. I do not know what they are for,initially I assumed they were boot or shoe scrapers but there is a space above them inside the wall which would suggest a down-pipe of some sort.
