The sign is at the edge of a track into an upland area of former quarries and mines beyond houses http://www.geograph.org.uk/photo/3152195 in Roman Road. The sign states "No motor vehicles 22 Aug - 31 May except pedal cycles." Although some pedal cycles have small motors, most people wouldn't regard the typical pedal cycle as a motor vehicle.
