The cross was "Erected 1897 incorporating a probably C15 socket stone" http://www.britishlistedbuildings.co.uk/en-94781-village-cross-throwleigh to commemorate Queen Victoria's diamond jubilee. See also http://www.dartmoor-crosses.org.uk/throwleigh.htm , which suggests that the cross once stood in the churchyard, and Image], an old cross shaft actually in the churchyard, but allegedly found near this spot.
