Although these devices do not damage cars like road humps, eventually a single accident caused by one will catch up all the previous lack of damage in one go. The green van is not parked, but has to wait for the other traffic to end before it goes on the wrong side of the road to continue. I honestly believe these are an effort to discourage people from driving.
