The reasons for the fences are essentially innocent ones including the prevention of falls into the deep culvert where the stream flows and the need to maintain balls in court for various sports. The overall effect, though, gives the impression, perhaps, of an institution in which the people inside are being kept in for security reasons. However, the sign tells us otherwise.
