I happen to know from personal knowledge that this is a former World War Two WW2 Air Raid Shelter. It would have been used by the residents of Rockliffe Avenue and surrounding streets. It was filled in by the local authority in the 1950's. Kings Langley is very close to London and could have easily been bombed during the war.
