After a couple of days of some heavy showers the water penetrated the ground here to the extent that on Saturday (previous day) the water ingressed into the electric cable and caused a short. The whole street was blocked off by the police and fire brigade and the electricity supply cut off to the shops. The digger you see was further towards the foreground and when I went past near where the police had cordoned off the road I heard a small explosion followed by more popping. Smoke was coming out of a hole near the excavator and sparks during the explosions. They must have managed to fix the problem as you can see the repaired sections to the lower left of the photo.
