This image was taken during the late afternoon, early evening during mid-week. During 2010 and 2011 the outgoing (Tory) council spent tens if not hundreds of thousands of Council Tax payers Pounds sterling on bringing life back to the town centre. This seems to be the result - typical. Or is it a case of the law of unintended consequences.
