Seriously silly pedestrian entrance - or is it?

There is a gap in the wall next to the drive which is fitted with a gate suitable for walkers but next to it there is a large 'no pedestrian' sign. If a walker did use the gate there is no other way to proceed except down the drive! Baffled? I am!
