The building to which this is attached used to be the Gloucester Savings Bank http://www.geograph.org.uk/photo/2000055 and the inscription beneath 'Fides Invicta Triumphat' the meaning of which is 'Unconquered Faith Triumphs', presumably intended to convey safety and reliability to their investors.
