The Queen may be a very young Victoria, or perhaps Queen Caroline (Caroline of Brunswick), the wife of King George IV. The Queen was very popular with the British public, while her estranged husband was not. Caroline died in 1821, but the pub looks as if it could date from around then, or even earlier. An oddity of the pub's sign and the names on the sides of the building, is that they all say Queens' Head, when you would expect (if you expect punctuation at all in pub names) Queen's Head.
