Viewed from Broadwalk. I was surprised at the rough, unmade surface of this road near the centre of Caerleon. Research found that it is an unadopted street. The responsibility for maintaining an unadopted street lies with the frontagers (those whose properties adjoin it). Part XI of the Highways Act 1980 sets out the position on the adoption of private streets (those which are not highways maintainable at public expense). A highway authority is under no legal obligation to maintain a private street ; it is for each authority to decide whether or not to adopt a particular street.
