This building at 24 Bridge Street, at the corner of Caxton Place, is the office of Walter Hunter & Co Limited, Accountants. The firm was founded in 1889, but not at this location. In 1898, Newport Technical School's new premises opened here. I haven't yet discovered when the building was vacated by the School. One of several possibilities is 1910, when a new college building http://www.geograph.org.uk/photo/1425905 opened in Clarence Place.
